As expected, the North Carolina Supreme Court overruled  on party lines a unanimous Wake County Superior Court decision that upheld new congressional and state legislative maps as constitutional.

Disgraceful redistricting commonplace in N.C.

By Gary St. Arnauld • Guest Columnist | North Carolina’s General Assembly has a long and not so honorable history of creating legislative maps that have been consistently struck down by federal and N.C. courts. This year, maps for N.C. congressional districts, state Senate districts and state House districts were drawn again as they are every 10 years due to U.S. Census data, or when the courts order new maps. Indeed, N.C. has drawn more litigation over this issue than any other state over the past 10 years.

One month and one day after a lawsuit was filed alleging partisan gerrymandering in North Carolina’s congressional districts, a three-judge panel has ordered current congressional maps to be redrawn in time for the 2020 election.

As expected, a lawsuit alleging partisan gerrymandering in North Carolina’s congressional districts will utilize some of the same arguments that led to a state court finding a month ago that the state’s legislative districts were unconstitutionally gerrymandered.

A ruling handed down by a North Carolina court last week declared N.C.’s legislative districts to be illegal partisan gerrymanders and ordered the immediate redrawing of maps, which should have a substantial effect on Democratic representation in the General Assembly in 2021.

The North Carolina General Assembly is where good bills go to die. So it is a sign of progress when one of them gets so much as a hearing. That’s why it made news when House Speaker Tim Moore said that there will be one for House Bill 69, to establish a nonpartisan redistricting commission.
