Swain County Commission on Sept. 9 held a brief emergency session to swear in Finance Officer Kyra Doster, who had secured the $1 million bond the appointment required. At a Sept. 1 commission meeting, Doster was approved in a 5-0 vote as interim finance officer. She previously served as finance officer for the Town of Franklin and has worked at least 30 years for the local government. 

Swain County, in its Resolution Appointing County Finance Officer, cited “ongoing financial obligations that must be timely processed and paid, including payroll, debt service, contractual obligations, vendor payments, and other lawful obligations,” as a testament to the urgent need to fill the position.

A second resolution to designate authorized signatories for county checks and drafts named and authorized Doster as a signatory “for checks and drafts drawn on Swain County’s official depositories.” 

A commissioner-appointed deputy finance officer was also authorized to sign said items “in the absence of, or otherwise authorized by, the Finance Officer.” The county manager was designated and authorized as draft and check countersigner, with an alternate countersigner designated by chair of commissioners.

Both resolutions passed, and the Sept. 9 meeting adjourned within minutes. Commissioner David Loftis was not present.
