Jason Kirkland was sworn in as chairman of the Swain County Board of Commissioners on Nov. 4, marking the end of an appointment process marred by transparency concerns and procedural misunderstandings. 

The swearing-in ceremony began 15 minutes late, the individual facilitating the ceremony was not using a microphone and the oath began before attendees knew where to look. 

Swain County commissioners appointed Jason “Jay” Kirkland on Oct. 28 as board chairman, just shy of the 60-day following the former chairman Kevin Seagle’s resignation. 

Commissioner Bobby Jenkins brought forward Kirkland’s nomination, and Commissioner David Loftis immediately seconded the motion.

Ahead of the announcement, Seagle was absent from the board’s Aug. 19 meeting, cited “unfounded accusations” and “personal attacks” in a letter detailing his decision “with a heavy heart but a clear conscience” dated Aug. 15. 

Swain County Commission Chairman Kevin Seagle’s resignation was made public after an Aug. 19 meeting with a letter released by County Manager Lottie Barker — a letter requested by The Smoky Mountain News the previous day that Barker had in her possession but failed to provide.

Following a lengthy closed session during the Swain County Board of Commission’s July 2 work session, commission chair Kevin Seagle said the board had reached a consensus that it would obtain the advice of a lawyer to draft a code of conduct. 

Swain County Board of Commissioners added a referendum to November ballots that will allow residents to vote on the on-premises or off-premises sale of beer and wine. 

Neither Jackson County nor Swain County commissions have agreed to approve the changes Macon County proposed to the Fontana Regional Library agreement, citing legal and logistical concerns.

The issues facing Swain County are similar to those in other Western North Carolina communities — an affordable housing shortage, a boom in short term rentals, a laundry list of large projects that need to be tackled — but its geography, demographics and economic makeup differ from many of its neighbors, given its relatively sparse population and the amount of federal land within its borders.
