Setting the stage: Wave plus water equals ideal freestyle paddling venue

coverThe steep-walled gorge of Nantahala River may be one of the best spots to host a world class, extreme kayak competition — at least that’s what the organizers of the upcoming 2012 International Canoe Federation Freestyle World Cup final are hoping.

The competition, slated for Sep. 7-9 in front of the Nantahala Outdoor Center, will feature over more than freestyle kayaking, squirt-boating and canoeing athletes from more than a dozen countries, including Australia, Costa Rica, Slovakia, Japan and Russia. But the secret to making the river a churning pool of boat acrobatics and assorted water moves is hidden beneath the surface.

Business boost from paddling World Cup hasn’t materialized yet

Economic development and tourism leaders in Swain County are treating the Freestyle Kayaking World Cup two weeks away as a dry run for the far more highly anticipated World Freestyle Kayaking Championship coming in 2013.

“This will start the ball rolling with the exposure,” said Ken Mills, the economic development director for Swain County. “For us, this is kind of a dress rehearsal.”

Former Bryson Fire Chief and wife charged with embezzlement

Former Bryson City Fire Chief Joey Hughes and his wife, Cylena, were arrested and indicted on embezzlement, fraud, and other charges last week for allegedly purloining money from the volunteer fire department’s fundraising arm.

More than $200,000 was taken over several years, according to the charges brought by the State Bureau of Investigation. The Hughes were indicted by a grand jury last week on 48 counts.

Former Bryson fire chief charged in connection with fire department funds

The former Bryson City fire chief Joey Hughes is facing criminal charges following a months-long investigation by the State Bureau of Investigation into missing funds from fire department coffers.

His wife, Cylena Hughes, has also been charged in connection with missing funds from the fire department. She was a signatory of two fund-raising arms of the fire department — the Friends of the Firemen and the Ladies’ Auxiliary. Donations from the community to the fire department were funneled through these accounts, which were solely controlled by the Hughes.

Mothers unite to pray for schools

Swain uses money from first North Shore Road payment on special projects

While Swain County fights to secure the rest of the $52 million cash settlement its owed by the federal government for the North Shore Road, the $12.8 million already in the bank is generating hundreds of thousands in interest every year.

Since the initial payment of $12.8 million to Swain County in 2010, it has made nearly $1.5 million in interest.

The cash settlement money is held in a trust fund managed by the N.C. Treasury Department. Every year, the state remits a portion of the accumulated interest to the county. The principle itself is safeguarded, and can only be tapped if two-thirds of Swain’s registered voters agree to do so in a special vote, per the terms of the trust fund.

So far, Swain has gotten $150,000 of the interest generated on the account. Even though the actual interest earned on the fund is much higher, some has been reserved as a cushion, intended to safeguard the principle $12.8 million.

Should interest rates take a dive, or even post a lost, the cushion that has been held back should prevent an erosion of that principle sum from dipping below the $12.8 million.

The fund currently stands at just over $14 million, according to the state treasurer’s office. Now that a sizeable cushion has been built up, Swain can expect to see more interest flowing to it each year and less held back. This year, the county could expect as much as $500,000.

How to spend the money is ultimately up to the county commissioners. The current board of commissioners don’t want to merely dump the money into the county’s general budget, but instead want to see it go toward special projects, so the public can see the good the money is doing, according to County Manager Kevin King.

“They didn’t want to see any of the money going to the operational budget because it gets lost in the shuffle,” King said. “We want to be able to identify every penny that goes to every project.”

Likewise, the commissioners are hesitant to use the money for a big-ticket item, like a new school. Dedicating the money to that kind of recurring expense — such as annual debt payments on the same large construction project year in and year out — would tie up the cash settlement interest on a single project for the foreseeable future, King said. Instead, the county is interested in special projects that otherwise would be taxing, if not impossible, for the county to undertake.

So far, the county has spent its cash settlement interest money on public restrooms at a downtown riverside park in Bryson City, a series of historical monuments, a new trash truck and renovation of the historical county courthouse for a museum.

The commissioners have dedicated $50,000 so far for a cultural heritage museum being constructed inside the iconic Swain County courthouse, and have pledged another $100,000 from future interest payments.

Twice sold lands now part of Bryson City

This is the peculiar story of the land transactions, disputes, and incidents that led to the establishment of Bryson City and the construction of its first jail.

This town was a village named Charleston before it became Bryson City in 1889. Before that it was a tract of land known as Big Bear’s Reserve, which was itself located in the same general area as the old Cherokee village of Tuckaleechy Town (Tuckoritchie) that had been ravaged by General Grant’s British expeditionary force in 1761.

Big Bear (Yanegwa or Yonah) was a Cherokee chief who lived in the area where Bryson Branch empties into the Tuckaseigee from the north. “Big Bear’s spring” is located at the foot of the road leading over Coalchute Hill to the old Singer Plant. “Big Bear’s ford” was used into modern times.  It’s located on the west side of the bridge. “Big Bear’s canoe landing” was in the immediate area.

According to James Mooney, “(Big Bear) was among the signers of the treaties of 1798 and 1805, and by the treaty of 1819 was confirmed a reservation of 640 acres as one of those living within the ceded territory who were ‘believed to be persons of industry and capable of managing their property with discretion,’ and who had made considerable improvements on the tracts reserved.” The mile-square tract apparently included most of the flat land on both sides of the river west of the mouth of Deep Creek; that is, the central portion of present Bryson City.

Big Bear was ceded his reserve in early 1819. Later that same year, he signed a deed for the land, giving it over to a white man named Darling Beck. That’s when the trouble started.

In a 1959 Asheville Citizen-Times article titled “Indian Twice Sold Land That Is Now Bryson City” (subsequently republished in Lillian Thomasson’s 1964 history of Swain County), Karl Fleming related, “History has it that Beck, who evidently was no darling, plied Big Bear with giggle-water and got his signature on a deed which exchanged the land for a promise of $50. Big Bear claimed he never got the money and about a year later, on November 25, 1820, he deeded his 640 acres of land to John B. Love in return for a wagon and a team of horses. Love immediately took possession of the land and Beck responded by filing in the courts a suit of ejectment. The court ruled that Beck was legal owner of the land and Love appealed to the State Supreme Court, which upheld the lower court decision in its December sitting in the year 1834.

“Not satisfied with this, Love filed suit on October 13, 1835, against the widow of Beck, who had, in the meantime expired. Love’s suit was a suit in equity, whereas Beck’s suit had been an action at law in ejectment. The distinction between actions at law and suits in equity was not abolished in North Carolina until the state adopted its present constitution in 1868.

“Love attempted to show that Beck and Big Bear had rescinded their trade and that he was the rightful owner of the mile square.  (The court ruled that Love was entitled to the property as his was the superior title.) In 1841, Love, who, it will be remembered, came into possession of the land for a wagon and a brace of mules, turned a tidy profit by selling the tract to John Shuler for $2,500.”

Portions of this land were subsequently owned by members of the Burns, Bryson, and Cline families before being deeded to form Charleston, the county seat of Swain County, in 1871. The village was not incorporated until 1887, two years before the name was changed to Bryson City in order to avoid confusion over mail that was mistakenly being sent to the larger city in South Carolina.

Tuckoritchie. Tuckaleechy Town. Big Bear’s Reserve.  Charleston. Bryson City. All the same place. For the most part it’s been a quiet place. The jail our first citizens constructed encouraged peace and tranquility. The following description was provided by Wilbur G. Zeigler and Ben S. Grossscup  in The Heart of the Alleghanies or Western North Carolina (1883).

“The old, frame court-house has its upper story used as a grand jury room, and its lower floor … holds the jail. The dark interior of the ‘cage,’ used for petty misdoers, can be seen under the front outside stairs, through a door with barred window. An apartment fitted up for the jailer is on the same floor, and, by a spiked, open slit, about six inches by two feet in dimensions, is connected with the `dungeon.’ For its peculiar purposes this dungeon is built on a most approved pattern. It is a log room within a log room, the space between the log walls filled up with rocks. It is wholly inside the frame building. Besides the opening where the jailer may occasionally peek in, is another one, similar to that described, where a few pale rays of daylight or moonlight, as the case may be, can, by struggling, filter through clapboards, two log walls, spikes, and rocks, to the gloomy interior. A pad-locked trapdoor in the floor above is the only entrance. The daily rations for ye solitary culprit, like all blessings, come from above — through the trapdoor. Here, suspected unfortunates of a desperate stripe awaiting trial, and convicted criminals, biding their day of departure for the penitentiary or gallows, are confined in dismal twilight, and in turn are raised by a summons from above, and a ladder cautiously lowered through the opening in the floor.”

A gathering of artists

Two new art galleries are opening in Bryson City this May only about a street’s width away from each other.

Blue Mountain Studios and Studio 19 both are gathering artists from various mediums to work in a studio setting and show their work in a storefront studio. The studios plan to have a collaborative relationship with the common goal of promoting the arts in Swain County.

 

Studio 19

Studio 19 is the collaboration of Debra Mills, a basket weaver; Joan Glover, who makes gourd art; Lori Anderson, a cornhusk artist; and Julie Bottorf, a jewelry maker.

“This is a studio primarily,” Mills said. “It’s all about the work and the learning and passing it on.”

The four women will consume most of 19 Everett St. with their workspace and a small teaching area. The remaining front portion of the store, formerly a yoga studio, will showcase art they have created.

“Working all by yourself, it puts you in a vacuum,” Mills said. By all working within a small space, “We can feed off each other, our excitement level.”

Mills previously owned The Cottage Craftsman, which is also in Bryson City, but said the venture became more about paperwork than art for her.

“All I did was paperwork. There was just too much administration,” Mills said.

So, Mills sold the Cottage Craftsman more than a year ago and began searching for a new place where she could focus more on weaving a basket than through mounds of paper work. She also roped in Anderson, whose work had immediately impressed her.

Anderson works with cornhusks — a skill she learned from area legend Annie Lee Bryson. Although she makes Bryson-esque cornhusk dolls, Anderson, a volunteer with the Great Smoky Mountain National Park, found her own niche. She has a deep fondness for Western North Carolina’s native wildflowers, which shows when examining her meticulously crafted cornhusk flowers.

“Rather than stealing her (Bryson’s) joy, I found my own,” Anderson said.

Anderson takes a camera and ruler on every hike. So, when she sees a particular flower that she loves, she can replicate it to scale and incorporate even the tiniest of details.

When Mills saw Anderson’s work for the first time, she was in awe.

“I went bonkers,” Mills said. “Her work was beautiful and pure and honest.”

In addition to working out of the backroom studio, the four artists plan to teach regular classes for children and adults. The tutorials will be anything from a simple cornhusk doll that can be crafted in 30 minutes to a more complex basket pattern that takes all day.

Construction on the studio/classroom portion of the business will be complete later this month. And, Mills hopes the gallery will open soon after.

 

Blue Mountain Studios

Blue Mountain Studios is a place “where artists can get a start,” said owner Brona Winchester.

The gallery/studio, which is located on Main Street in the heart of downtown Bryson City, officially opened for business a few days ago and is hoping to soon fill up its six separate studio spaces with working artists. Anyone can rent a work area that sits behind the storefront gallery or a larger room to host a variety of art classes.

Winchester said she plans to keep her prices reasonable so that new and young artists can afford to create there.

“I am trying to keep them very, very reasonable,” said Winchester, who charges a 30 percent commission for art sold out of the gallery.

Winchester also rents the neighboring storefront on Main Street. And, eventually, pending funds, Winchester hopes to sublease the other storefront and turn the space behind it into expanded studio space and a small venue for live music.

Winchester herself only dabbles in drawing and painting, but she wants to devote more of her time to her own artwork particularly since creative energy will be flowing throughout the building.

“There is going to be a lot of creative energy,” Winchester said.

But, the main impetus for the studio was to promote art in Bryson City, particularly up-and-coming artists.

“We can work together and really service the community more,” Winchester said. “We have so many talented people. We have to pull them out of the sheds and the barns (that they currently work out of).”

Among the artists currently featured in the gallery are painter Kathryn Hicks Tsonas, surrealist Daniel Murch, watercolorist Lenny Gemski and quilter Maddy Haughn. Blue Mountain Studios will remain open until at least 8 p.m. during the fall and summer months, Winchester said.

“For so long at 5 o’clock, it’s a ghost town,” Winchester said. “We want it to be a place where people feel welcome.”
