Restaurants in Sylva busy despite worries about economy

The economy be damned — the burgeoning restaurant scene in Sylva continues to boom, with four eating establishments in this town of just more than 2,400 people expanding, changing hands or soon opening their doors.

“A hard economic time is really the best time to start a business,” said Bernadette Peters, a marketing specialist out of the Atlanta area who’s backing that statement with the re-launch and re-invention of City Lights Café.

Peters and the other restaurant owners have different ideas about how best to thrive in these challenging times: a focus on trendy foods in one restaurant, down-home comfort foods in another. But these restaurateurs have traits in common, too. Out-of-the-box thinking, for one, and a business eye for the many young professionals and older baby boomers now calling Jackson County home.

Recently released 2010 census data shows Jackson County experienced a 21-percent growth rate over the past decade, a population expansion from 33,273 in 2000 to 40,271 today, anchored by the presence of Western Carolina University. Nowhere is that growth more evident than in Sylva and its increasingly lively downtown scene.

 

Soul Infusion

This restaurant first opened in 2001, and is located in a farmhouse just off busy N.C. 107. Haley Milner and Tori Walters have purchased Soul Infusion Tea House and Bistro on N.C. 107 from Jason and Karin Kimenker. Milner was with Annie’s Naturally Bakery for six years, and has extensive experience working in a variety of Georgia restaurants.

“I’ve always liked Soul Infusion a lot,” Milner said, “and Karin and Jason are good friends. I always wanted to run a restaurant, and the opportunity came up.”

The good soups, wraps and other fare at Soul Infusion that helped build the restaurant’s steady clientele will continue, but a few changes are coming, too: Walters’ family has made a tomato-based barbecue for years that will be featured at the restaurant, plus the couple soon hopes to feature a chalkboard menu ranging from seafood to vegetarian specialties. Also on tap, an outdoor covered stage for local bands.

A celebration/grand opening of Soul Infusion takes place April 9, beginning at 11 a.m.

 

Breakfast Café

John Bubacz of Signature Brew Coffee Company, later this month will open a breakfast/lunch café in a small, one-story building across Main Street from the coffee shop.

Bubacz has a history of opening popular eating/coffee-house establishments in Jackson County. This will be at least his fifth, though in a way it’s simply the reinvention of the Underground, Bubacz’s former place on Mill Street (locally called Backstreet) that segued into Signature Brew Coffee Company on Main Street. What didn’t make the address change were the wraps, burritos, sandwiches, salads, juices and smoothies that were once the mainstay at the Underground. That’s where the Breakfast Café comes in — customers will be able to pick up their favorites there, made from local and organic ingredients, from 6 a.m. to 1 p.m. The new café will be in a former ice-cream shop.

 

City Lights

Peters worked at Bryson City's Cork and Bean (a wine bar and coffee house) a couple of years ago in Swain County. Now she’s in Sylva, intent on bringing City Lights Café back to life.

At one time, Joyce Moore, founder of City Lights Bookstore and City Lights Café, ran both establishments successfully on East Jackson Street. She got out of the café business, and retired a year ago from the bookstore after selling it to Chris Wilcox. Moore still owns the two-story building, and in conversations with her, Peters said she soon realized her vision of the café was the same as Moore’s for the original City Lights Cafe.

“I love to create things where community comes together,” Peters said. “This space is perfect. I’m going back to the roots of (City Lights), and marrying the great concepts that Spring Street had.”

Spring Street Café, owned and operated by Emily Elders, closed last fall after about a year in business. Spring Street featured higher-end dining than Peters envisioned — she’s focused on healthy, tasty and quick.

She’s also in the market for employees. Qualifications are simple: “People who like people and like being around food.”   

Plans are to open April 4.

 

Half Past

In the most innovative category we have Half Past, “home cooking to go … on the go.” Set to open, the owners hope, by the end of this month on N.C. 107 directly across the highway from Soul Infusion. Ernie Sipler has years of experience working as a chef for hotels in the Poconos. He and his wife Joan have lived in the Caney Fork community for 11 years.

Here’s how Half Past will work: You are driving home on N.C. 107 after a grueling, unappreciated day of labor at the newspaper. You’re much too tired to cook, but upon leaving that morning, had chirpily announced you’d be in charge of dinner. What to do? Stop at Half Past, where there will be a full array of food such as beef pot roast with roasted vegetables, chicken parmesan, soups, side dishes, salads, pasta dishes, and baked goods. No indoor seating, this is you-take-it-home catering.

“There seems to be a call for it in this area,” Sipler said, adding the couple has been forced to cover-up the phone number on the store sign because of a barrage of requests they can’t yet fill.

Small town alive with music

It’s unsurprising that in the mountain town of Sylva, the music scene is a pretty vibrant place to be. With a long and strong heritage of Appalachian music, it’s only natural that a community would grow up around that scene.

But alongside that long-standing bluegrass tradition is a lively music scene that is less public but still growing, offering the area’s younger crowd an alternative musical outlet that they can help create.

Jeremy Rose has spent years doing just that. As the guitarist and vocalist for Sylva indie band Total War, Rose is a strong member of the alternative, pseudo-underground music scene that has grown from the ground up in Sylva and the university community in Cullowhee.

Though he’s quick to point out that the grassroots groundswell is essentially leaderless —“it really is just a community of people just contributing in their own way” — Rose said he’s been actively cultivating it since coming to the town as a shy college student.

“I guess I just happened to run into a bunch of people that were determined to make something to do,” said Rose, explaining how he fell into the town’s musical world.

While Rose said the cultural experiences offered up by Western Carolina University and the town’s fairly active arts groups are excellent, there has always been plethora of people who are looking for something they can be more involved in. Without a venue springing up, they’ve started doing it themselves.

It’s hard, really, to get a concrete picture of how the whole thing started, nebulous as it is, or even a solid definition of what, exactly, constitutes an “underground music scene.”

But by most estimates, young musicians and music lovers of all kinds, from metal to folk to prog-rock to traditional bluegrass, were looking for a place to practice and enjoy the craft they love. From basements to skate parks to old storefronts, bands and their fans started getting together for performances. When one show was shut down, another sprung up in any place willing to hold it, spurred by online forums and homemade ‘zines produced by Rose, et al.

These days, it’s social networking that gets the word out, and when old supporters fade or move away, new ones always seem to spring up to take their place.

Rose thinks this is one of the endearing things about Sylva’s musical life — thanks to the high turnover provided mostly by WCU students, the town is a perpetual blank canvas, with a pretty steady stream of artists willing to paint it.

“One of the nice things about around here is that people tend to be really supportive because they’re just happy that somebody’s doing something,” said Rose. “If you’re doing anything, everyone will at least come check it out.”

Unlike other, larger markets like Asheville or Knoxville, there’s a multitude of engaged and interested potential fans, which can be hard to come by in a place where live music of all genres is abundant. The problem is usually space, and finding places to play can be difficult.

Recently, businesses like Guadalupe Cafe, Soul Infusion Tea House and Signature Brew Coffee have been offering musicians and their fans a place to perform, which helps keep the shows legal. But not having official hosting places hasn’t been a problem, said Rose.

“It’s really independent of venue,” he said. “Even if there’s nothing there, we’ve always found way — you know basements or somebody’s parents house — if people wanted to do it.”

For bands like Gamenight, a Knoxville-based group, that’s what makes Sylva such an enticing place to play.

The group’s drummer Brandon Manis said they’ve been coming to the town for years because it’s just such a welcoming atmosphere. Their first show there was back in 2003, and they’ve played eight to 10 shows there since, always eeking out time for the tiny mountain locale in their regional touring schedule.

“We love that place,” said Manis. “We’ve played in a lot of places and to a lot of people we didn’t really know and people [in Sylva] are just so receptive. People just really appreciate live music there and it’s not so much just a social event. People actually like seeing live music.”

Rose said he hopes that love of live music and desire to be a part of it will continue. He and his band intend to be in it as long as they’re around. Though he doesn’t know if the town is big enough to support a dedicated venue — over the years several have popped up and withered — his hope is that the town’s young people will always care enough to make art and music a part of their lives and their community, in all manner of genres and media.

“Everybody’s into their own thing in the Internet age — you can live in Cherokee or Sylva and still follow Norwegian metal or New York hipster music — and around here people will be open about things that normally wouldn’t be their thing,” said Rose, and the continued growth of that mindset is what he and others hope for the scene they love and have made.

“It would be great if I left for 20 years and came back and there was still a sign in a window that said ‘basement sale this Saturday,’” said Rose. “Because we want people to support us, so we know that we need to be there to support other people, too.”

Less might mean more if developers respond to lot-size changes in Sylva

When Mountain Projects came calling on Sylva leaders earlier this year because the group wanted to build five affordably priced homes within the town’s limits, commissioners found themselves in the uncomfortable position of having to deny the request.

The problem? A town law written just after World War II requiring almost a half acre of land per each house built. Mountain Projects, a regional community-action agency, missed the mark by a few thousand feet.

For its part, Mountain Projects was stymied by rules, too. The group was trying to meet its own mandated requirements that it build at least five houses, or not build them at all.

The situation underscored the need to reconsider the town’s minimum-lot requirements and make them less burdensome, Sylva Commissioner Christina Matheson said this week.

Sylva’s requirement for an almost half-acre lot per house was twice the required yard as mandated for homes in Canton, and 50 percent more than in Maggie Valley.

“We were probably the most restrictive municipality in the entire area, as far as the lot requirements go,” Matheson said. “Requiring that much property to construct a house makes it almost unaffordable. Particularly for families and elderly people.”

Requirements for nearly a half-acre per new house first surfaced as a hot-button issue here in late 2008, when Planner Jim Aust resigned. He said town leaders — by way of refusing to change Sylva’s excessive lot-size requirements — were preventing affordable housing from ever being built. Aust publicly accused Mayor Maurice Moody of wanting only $500,000 houses in the town he oversees.

The town’s decision to lighten up when it comes to mandating how much land a person must own before building a house came by unanimous board vote. The ‘yes’ votes included those of Commissioners Harold Hensley and Ray Lewis, both subjects of Aust’s “I’m-going-to-quit because what’s-the-point-in-trying-anymore” ire. Moody didn’t get to vote, because the mayor only votes if there is a split decision by the board.

These are the reasons most towns — including Sylva now, too — generally allow smaller lots:   

• They keep the costs of building roads and water and sewer lines lower because the infrastructure doesn’t have to be extended so far.

• More homes per acre reduces land costs, helping to keep the building — and selling — price of houses down.

• Intensified density in towns reduces urban sprawl from encroaching on the countryside.

“The (new) lot sizes are more in line with other similar communities, and will offer more housing options for residents,” Town Commissioner Stacy Knotts said.

Matheson did not know if Mountain Projects might be interested in revisiting its affordable-housing proposal. She did say town leaders hope the less restrictive requirement stimulates development and growth in Sylva.

When Aust quit, he said just 78 dwelling units had been built in the town in a seven-year span.

The town law, said Matheson — a former assistant district attorney — was “clearly designed to limit growth.”

 

New Sylva Minimum Lot-Size Requirements:

• R-1 went from 20,000 square feet to 17,500 square feet.  

• R-1A and R-1B stayed at 17,500 square feet.

• R-2 changed from 17,500 to 12,500 square feet, with duplexes at 17,500 square feet.

• R-3 went from 17,500 square feet to 8,000 square feet, with duplexes at 13,000 square feet. Also in R-3, multi-family developments (more than two units) minimum-lot size increases by 5,000 square feet for each additional unit.

• B-1 stays the same with no lot-size requirements.

• B-2 and B-3 changes from 17,500 square feet to 8,000 square feet, and increases to 13,000 square feet for duplexes and 5,000 square feet for each additional structure in multi-family developments.  

• G-1 did not previously have requirements, and now has a minimum lot-size requirement of 12,500 square feet and 17,500 square feet for duplexes.

• Professional Business District stays the same at 10,000 square feet, and I-1 changes from 17,500 square feet to 8,000 square feet with a 13,000 square-foot requirement for duplexes, and 5,000 square feet for each additional structure for multifamily.

Town bows to transportation department’s superior knowledge

Town of Sylva leaders have sent a letter to the state Department of Transportation endorsing what supporters would like called a connector — and detractors a bypass — around N.C. 107.

The letter was approved by unanimous vote last week.

“We envision (N.C. 107) to be more of a ‘city street’ rather than a major thoroughfare,” Stacy Knotts, a Sylva town commissioner, wrote in explanation of the vote (an ice storm prevented The Smoky Mountain News from attending this particular meeting). “We are hoping to improve safety and traffic congestion without widening the road — as this would impact many businesses.”

Supporters agree a connector would ease traffic on N.C. 107; detractors say a bypass would do nothing of the sort.

Potential redesigns of N.C. 107 were recently unveiled at a public information session in Sylva that drew a crowd of 200. The state highway is Sylva’s major traffic corridor, taking in the primary portion of the county experiencing business growth. The targeted stretch extends from U.S. 23 Business in Sylva to Western Carolina University.

The transportation department discussed six concepts. Three would include building what was once dubbed the Southern Loop, since renamed the “N.C. 107 connector” by the transportation department … or, in the parlance of Smart Roads, a community activist group in Jackson County opposing the plans, “The Bypass.”

By whatever name, the connector/bypass/Southern Loop would cut a major five-mile-long road through people’s homes, over farmland and streams and forests.

Susan Leveille, a member of Smart Roads, said when the county put together its comprehensive transportation plan, “the N.C. DOT says, ‘the problem on 107 is not traffic volume, the problem is land use.’ As in, how the land along the 107 corridor is allowed to be used by the town and county.”

The answer, Leveille said, is not a connector. Nor massive “improvements” to N.C. 107 to fix debatable traffic issues along the highway. The issue, in her book, is the need for town leaders to “make some hard choices instead of doing what is easy” and pass some development regulations.

Leveille suggested reducing curb cuts — a break in a curb allowing access from the roadway — and perhaps moving toward what Waynesville has done on Russ Avenue: forcing newly built businesses to front the roadway and put parking behind buildings.

“These are not the only two choices,” Leveille said of the either/or “improve N.C. 107” or build a connector/bypass/Southern Loop.

“Sylva should be fighting this tooth and nail,” longtime Jackson County business owner Leveille said. “This could bypass the entire economic center of Sylva.”

In other N.C. 107 matters, former N.C. Department of Transportation employee Jamie Wilson spoke to Jackson County commissioners this week about how the 14th Division does business in this region. He said department leaders have not been open about traffic counts on N.C. 107. Wilson claimed the number of vehicles using the road is actually showing decreases.

Wilson also questioned funding decisions and how road projects are prioritized in the 10-county 14th Division.

 

Sylva to transportation department:

In response to the N.C. 107 Improvements Feasibility Study presented at the Nov. 9th Citizen’s Information Workshop, the Sylva Board of Commissioners submit the following comments.

The terrain in Jackson County is mountains, ridges, narrow valleys and streams. This terrain is extremely important in the development of Sylva and Jackson County. N.C. 107 in Sylva runs through a narrow valley between two ridges. Between Sylva and Cullowhee the highway is either sandwiched between ridges, or between a ridge and the river. With this in mind, we would like for N.C. 107 to remain a four (4) lane city street with little or no increase in width.  Increasing N.C. 107 to six (6) or seven (7) lanes would have a negative impact to business and the growth of Sylva. We have faith in N.C. DOT’s ability to forecast traffic and determine future needs or highway requirements. Therefore, if the current or improved four-lane highway will not carry the forecasted traffic, we would endorse the connector concept, in conjunction with the improvements to N.C. 107.

We would also recommend that N.C. DOT consider increasing the width of the bridge across Scotts Creek at Jackson Paper to four lanes.

Your consideration for our concerns and for the growth of Sylva is greatly appreciated.

Sylva “back street” plans moving forward: Grant application due Feb. 10

Three years ago, Holly Hooper and sister Heather Menacof had saved enough money to invest in new windows for the lower part of their popular outfitter store in Sylva, Blackrock Outdoor Company.

Then the economy tanked. The sisters were forced to put the money back into the business. They scrimped and saved once more, however, and are moving forward again with dressing up the part of the building that faces Mill Street, better known as back street.

Hooper hopes Black Rock’s individual attempts to aid this part of the downtown gets a significant boost in the form of a state grant being submitted by the Downtown Sylva Association. The grant application is due by Feb. 10. Meetings are being held, ideas have been solicited, and a number of Sylva businesses have expressed keen interest in participating in a general cleanup and refashioning of back street.

After years of neglect, back street actually has received some attention fairly recently in the form of landscaping and upkeep. Currently, there are few vacancies along the street, and the businesses located there generally seem to be holding their own.

But Julie Sylvester, head of the Downtown Sylva Association, decided more could be done. About 40 people turned out for a meeting a few months ago about fixing up back street.

The Downtown Sylva Association is a membership organization dedicated to bettering the business environment in downtown Sylva. It is tasked with helping businesses thrive and prosper.

“We had a good mix of people all wanting to see this project move forward,” Sylvester said.

Grant money is available through the state’s Main Street program. The grants are intended to provide direct financial benefit to towns, retain and create jobs and spur private investment.

Sylvester said an initial phase for back street renovation includes painting, pressure washing, disguising unsightly but necessary items using paint or other means of hiding them (air conditioning units, for example).

“The idea is we try to do something that will make a big difference without a lot of money,” Sylvester said.

Hooper said she hopes to see street lighting installed. And awnings, she added, to protect customers from rain. Eventually, Black Rock would like to open an entrance into the store on back street instead of just having one on Main Street.

That would mean hiring an additional employee, however, and the store needs to see more traffic and business via back street before doing that, Hooper said.

Parking concerns in Sylva never-ending

Sheryl Rudd, just that morning, said she had fussed at her husband, Dieter Kuhn, for leaving a vehicle parked for too long outside their Sylva business. The loading of 150-pound kegs was finished, and Rudd wanted him to move the vehicle promptly so customers could make their way inside.

If, however, the couple had gotten a $50 citation for parking more than the 30 minutes allowed outside Heinzelmannchen Brewery on Mill Street, Rudd told town commissioners last week she’d have paid willingly. The new parking ordinance is working great, and should continue and, possibly, even be extended to include other streets in Sylva, Rudd said.

Rudd’s comments come a couple of weeks before commissioners will hold an official public hearing to get feedback such as this on the town’s parking ordinance. They plan to go back into the original ordinance as passed this summer and add key language inadvertently left out that rendered it unenforceable, and include East Jackson Street in the sections of town it covers.

Parking spillover from the ban has created problems for City Lights Bookstore on East Jackson Street.

The ordinance was originally designed to ban business owners on Main and Mill streets from taking up precious parking spaces in front of downtown businesses. Loading and unloading is OK.

R.O. Vance, a longtime hardware owner on Main Street, almost was included in the proposed revised ordinance by name as commissioners tried to ferret out the best method of allowing him come and go freely on appliance-repair calls.

As the clock ticked and the board continued dissecting the matter in ever-increasing detail and possible convolutions, Commissioner Christina Matheson finally burst into laughter. At least everyone would be able to tell she and her fellow board members truly care about the people in town, Matheson said, amused.

And where they park.

Vance didn’t end up named in the ordinance. Instead, Town Attorney Eric Ridenour, in a burst of legal razzle-dazzle, wrote a resolution on the spot designating a former police-car spot on a nearby side street to Main Street as the new R.O. Vance Memorial Parking Space. The resolution will be considered for vote at the next board meeting.

That should prevent Vance’s fellow business owners from calling and complaining that the hardware owner has been parking in the designated police spot, which the police have said they didn’t need anyhow, Commissioner Harold Hensley said. Vance had been parking there because he didn’t want to take up a Main Street parking space.

Sylva slips on parking ordinance; version passed not enforceable

In the “Oh, oops” category this week we have the town of Sylva, which, after extensive review, work and dispute ordered police officers this summer to begin ticketing business owners and their employees who take up precious parking spaces on Main and Mill streets.

Leave your vehicles elsewhere, they were told, or pay a $50 citation penalty. Two or three downtown workers were indeed ticketed by police after business owners ratted out fellow business owners for breaking the law. Feelings ran high.

There’s one small problem.

A key paragraph, the one specifying business owners and their employees can’t park on Main and Mill streets, wasn’t included in the ordinance passed, though plenty of other legalese was.

Town Attorney Eric Ridenour, during a town board meeting last week, sharpened his sword and committed public hara-kiri, complete with obsequious apologies for making the mistake.

But, interestingly, unless you were in the know already — or cared to stay afterward and grill the town’s commissioners and attorney — it was impossible to comprehend what had taken place during that portion of the meeting. Commissioners, and Ridenour, didn’t spell out what exactly had doomed their new ordinance and rendered it unenforceable. Clearly, however, everyone on the board had the head’s up before the situation went — technically, at least, if ever so obscurely and mysteriously — before the public.

Commissioners set a date for another hearing to pass a no-parking ordinance. Complete, they hope this time, with the key clause about the people targeted.

“You’re not going to print that?” Ridenour asked when queried after the meeting about what they’d all been talking about in such vague terms.

After explaining the situation, the attorney said he was deeply embarrassed by the mistake. In clarifying the paragraph during the draft process, the key language was inadvertently eliminated in the final version. Ridenour said he plans to personally repay business owners who were fined. That includes the penalty assessed to Dodie Allen, an auctioneer and perennial Republican state House candidate, who protested vigorously after being ticketed when she left her brightly painted “Follow Me to Victory” van parked outside her Main Street store.

Actually, another individual in town anonymously paid Allen’s citation, so Ridenour plans to reimburse them instead.

It was Allen’s protests that unveiled the error, Ridenour said. Allen took her complaints to The Sylva Herald, and owner Steve Gray reviewed the ordinance (as journalists should but rarely actually do) and discovered it applied to absolutely nobody, including Allen. He informed Ridenour of the oversight.

Parking, pedestrians and crosswalks, oh my

Fix a problem, create a new one. That’s how the cookie has crumbled lately in Sylva.

When the town board ordered business owners and their employees to keep their cars out of coveted parking spaces on Main and Mill streets so shoppers could frequent shops, the parking problems shifted to nearby side streets.

This, of course, was before Sylva town commissioners received the startling news they’d passed an unenforceable ordinance (see accompanying article). But, since they plan to correct that booboo soon, business owners in the newly congested parking area are left wondering what can be done to help them out, too.

Parking has become a particular issue in front of City Lights Bookstore, an independent bookseller on East Jackson Street. Chris Wilcox said he’s seeing downtown employees fill the limited number of spaces available in front of the bookstore. He and his employees park at the nearby Methodist Church, and they are trying to let customers know that they can park there, too, except during church events.

Town commissioners aren’t unsympathetic. They’ve acknowledged during the past two meetings that City Lights and other side-street enterprises are getting parking fallout from the new ordinance, passed (well, passed but unenforceable) this summer.

It looks like side streets could be added to the ordinance, or, as it were, Ordinance Take 2. Commissioners seem loath to rush into things. Once burned, twice shy?

“I know parking is a very sensitive issue,” Reuben Moore, a division operations engineer for the state Department of Transportation, astutely noted at last week’s town board meeting.

This before telling commissioners the parking on Main Street is creating some visual danger at crosswalks. As in, motorists can’t always see pedestrians stepping off onto crosswalks.

Additionally, there are simply too many crosswalks in Sylva, Moore told commissioners.

“We really have crosswalks that are on top of one another,” he said.

Commissioner Harold Hensley continued to push for a “please-don’t-run-over-the-pedestrians” sign at the end of Main Street. This where two lanes drop to one, and cars jockey for position — all while unaware pedestrians attempt to pass from one side of the street to another, via a crosswalk.

After a bit of minor and friendly negotiating, the town agreed to eliminate one parking space in return for the transportation department putting up a warning sign. That will make it easier, Moore said, for motorists to see pedestrians.

Additionally, a committee will be formed to review the overall crosswalk dilemma.

Sylva ‘back street’ eyed for facelift

Neglect has its advantages. At least it does if you are talking about preservation.

On back street in Sylva — the proper name is Mill Street, but few use that term — many of the buildings still bear the names of the businesses once operated in them, circa 1920 or so.

That includes a former hotel, “The Paris,” which once occupied the building now housing the Tuckaseigee Trader. Owner Steven Lott said if the Downtown Sylva Association is, as reported, in search of ideas on how to dress up this area of town, he believes it would be — his words — “really cool” to bring back that 1920s-era feeling.

“If you stand back at the railroad tracks and look, there is a lot of history,” Lott said.

Railroad tracks run through Sylva, setting something of a permanent boundary on one side of back street. The tracks restrict parking to limited slots in front of the stores, mainly, and in a public parking lot on the other side of the tracks.

In recent years, back street has seen something of a return to its heydays. There are few vacancies, several thriving businesses, and still more doing OK and attempting to ride out these sour economic times.

Renovation work has taken place, cleanups have been done, and the street scene is generally much less grim than it was 15 or so years ago. But more still begs addressing, said Julie Sylvester, head of the Downtown Sylva Association. And with any luck, a state grant might just cover the costs.

The Downtown Sylva Association is a membership organization dedicated to bettering the lives of business owners in downtown Sylva. It is tasked with helping businesses thrive and prosper.

Details of what exactly to apply for are sketchy. The money is available through the state’s Main Street program, of which the Downtown Sylva Association is a part. Last year, the Main Street Solutions Fund boasted a coffer of $1.95 million. The fund is intended to support small businesses in three ways:

• Providing direct financial benefit.

• Retaining and creating jobs.

• Spurring private investment.

Certainly sounds like a good match with back street and its many needs, Sylvester said. She believes it might be helpful to move some of the unattractive air conditioners off the fronts (or is it the backs?) of the buildings onto the roofs. This would require, of course, buy-in from the building owners involved. Also, maybe get rid of — or hide, or otherwise disguise — some of the unsightly cables and wires dangling from buildings and utility poles. And what about pressure washing the buildings, or putting awnings up? An overall facelift sounds good, Sylvester said in conclusion.

Great ideas all, Lott said, sounding enthusiastic via his cell phone one day this week while he drove toward Cullowhee. The air conditioner that cools his business is located directly over the store’s entrance. When it rains, customers get doused going in and going out, he said, throwing his support behind the possible removal of the units onto the roofs of back street’s buildings.

The Downtown Sylva Association will be gathering ideas for the next few weeks. The actual deadline for the grant money hasn’t been announced. But, once it is, Sylvester said the grant would have to be written and submitted quickly. She envisions forming a committee soon to work on the proposal.

ColorFest returns to Sylva Oct. 23

ColorFest, Art of the Blue Ridge, will be held from 10 a.m. until 4 p.m. on Oct. 23 in downtown Sylva.

The annual event will host some of the most accomplished artists in Western North Carolina.

ColorFest is produced by Catch the Spirit of Appalachia in partnership with the Jackson County Chamber of Commerce and the Jackson County Visual Artists Association.
