A full year after one of the county’s largest employers — the Pactiv Evergreen paper mill, in downtown Canton — shut its doors, Canton’s governing board adopted a conservative budget for fiscal year 2024-25 that contains no property tax increase. 

Administrators for the Town of Canton have presented a conservative fiscal year 2024-25 budget that seeks some sense of sustainability after last year’s closing of the Pactiv Evergreen paper mill, which created a substantial revenue deficit and has now forced the small town to plan for a huge new expense it’s never had to worry about before.

In the hours following the announcement that Pactiv Evergreen’s paper mill property in Canton may have a new owner in the coming months, news came and fast and furious.

On May 24, 2023, Canton Mayor Pro Tem Gail Mull sat on a bench in Sorrels Street Park, waiting to hear the shrill shriek of the steam whistle at Pactiv Evergreen’s century-old paper mill at the heart of town blow for the last time. 

Festering frustration with nearly every aspect of Pactiv Evergreen’s actions taken in closing its Canton paper mill a year ago spilled over into a town meeting May 9, when board members took the opportunity to dump all over Pactiv for its latest putrid mess.

What happens when the those with the most chips in the game only have a partial stake in it?

In other words, what does a community lose when most of the very large businesses are owned by absentee or corporate entities whose main goal is make money but have little interest in making that place a better place to live?

Pactiv Evergreen, owner of the shuttered papermill in Canton, has been working to clean up two separate seeps leaking toxic substances into the Pigeon River under an administrative order of consent (AOC) with the Environmental Protection Agency. 

Amid ongoing restructuring, Pactiv Evergreen presented its first quarter earnings report on May 2, missing earnings targets and revealing flagging revenue at least partially attributable to the closing of its Canton paper mill last year. 

With jail expansion debt payments coming on the books and lingering questions about one of the county’s biggest taxpayers, Haywood County Manager Bryant Morehead presented commissioners with a conservative budget that funds some critical needs, but not much else. 

The Town of Canton’s governing board will soon consider approval of a substantial residential project after the town’s planning board unanimously voted to accept staff recommendations in favor of the proposal on April 10.
