This week’s Haywood County Commission meeting featured over a dozen speakers decrying the board’s decision to not grant the full funding requested by school officials ahead of the budget vote. 

The meeting began with County Manager Bryant Morehead presenting the budget, as he’d done during an earlier meeting. The budget looked almost the exact same as the prior presentation with one exception, an additional $1 million fund balance appropriation to bolster school funding, leaving the county $700,000 short of meeting the $3 million funding increase request. 

When Jackson commissioners on May 5 reviewed a draft document outlining the framework of a new county library board upon departure from Fontana Regional Library system, Commissioner Jenny Lynn Hooper, clad in a Turning Point USA T-shirt, was quick to express her central grievance: “I don’t think [a board member] ought to have a library card.” 

Bitter laughter erupted from the audience. 

Faced with the possibility that state lawmakers could strip away one of their few reliable revenue tools, Haywood County commissioners moved Monday night to draw a line in the sand. 

In a formal resolution adopted April 20, the board voiced opposition to any effort by the North Carolina General Assembly to limit local property tax authority, warning such changes could destabilize county finances and undermine essential services in counties and municipalities. 

A familiar face is returning to county government sooner than expected, as former tax collector Greg West steps back into the role following Sebastian Cothran’s sudden resignation. 

“I would just like to say thank you,” West said. “I appreciate all the support I received during the Primary Election. I’m humbled and very appreciative. I look forward to the opportunity to get back in the office and work hard for the citizens of Haywood County.

After last year’s property tax increase, Jackson County commissioners met Feb. 17 to begin planning next year’s budget, balancing fresh revenue growth against rising costs and lingering anxiety from property owners still absorbing the impact of escalating property values — just as a competitive Primary Election looms.

You ever watch something happen in local government and think, “There’s no way they expect us to buy this?” That’s exactly how the push to change Macon County’s voting districts feels. Commissioner John Shearl is trying to sell this as some kind of fairness reform, but once you look at the details, it’s obvious what’s going on. And it’s not fairness. 

Many counties around Western North Carolina are working to address a host of similar issues — rapidly growing populations, a housing stock that can’t keep up, aging infrastructure and struggles filling staffing vacancies. Macon County boasts the second-lowest property tax rate in the state, but with capital projects on the horizon and pay raises demanded for several county departments, tough choices will need to be made by whoever is elected to the board in November. 

Few Primary races across the region have drawn the attention that the contest for Haywood County Sheriff has seen. 

Squaring off for the position in the Republican Primary are incumbent Sheriff Bill Wilke, who has made reform a cornerstone of his first term in office, and Mark Mease, a former HCSO captain who promises to bring back a level of integrity and professionalism he said has been absent the last three-plus years. 

Following his first four years as Macon County’s sheriff, Brent Holbrooks is facing a primary challenge as he seeks a second term. 

Following former Sheriff Robbie Holland’s announcement that he wouldn’t seek reelection in 2022, Holbrooks emerged from a crowded Republican primary field that included multiple candidates who worked in high-level positions in Holland’s office.

Despite an ever-changing cast of characters cycling through like a revolving door, the Haywood County Tax Collector’s office has come a long way since Maggie Valley Republican Mike Matthews defeated Democratic incumbent David Francis in 2014 by 1.26%. Now, after nearly four years of service, Republican incumbent Sebastian Cothran has decided to seek other opportunities, guaranteeing a fourth change in leadership over the past four elections.
